A theory as to confusing features of Iranian fast boat harassment of U.S. Warships: The men on the fast boats were sent out to harass U.S. Warships in a more provocative than usual fashion, but not with their having a clear intent to draw fire and be destroyed. The transmitters from the shore, however, were of more senior rank or, possibly, another branch of the Revolutionary Guards such as intelligence operations. Their transmissions, likely with voice alteration, were intended to draw defensive fire from the restrained, but U.S.S. Cole-remembering, U.S. commanders.
Thus, the scheme would result in the incident desired by the transmitters and their superiors without their having to employ and lose men whose devotion was sufficient to sacrifice themselves for such an incident. Also, and more importantly to the schemers than the sacrifice of the devout, the schemers did not have the difficulties and risks associated with recruiting such rare, devout, seaworthy and suicidal men. It would have risked a disaffected interviewee for the project letting the cat out of the bag, and would have certainly made the entire project feature unusual timing, staffing, and operations which would not have gone unobserved and later would, at a minimum, have been detectably murmured about in Iranian circles. The fast boaters did not knowingly undertake a suicide mission, but would have been martyred and told no tales and their families in that culture would be pressured to joyously accept their martyrdom.
In addition, the schemers certainly planned to counter any audio recording released by the U.S. as justification with accusations of fabrication. Identification of an altered voice would probably have proved impossible and led nowhere. Note that as the events did play out, fabrication has been accused...
It was a variant of the approach taken by the 9/11 planners who developed their action groups with all recognizing danger, but only the pilots and leaders knowing that the intent was definitely not to just take the planes and land them under circumstances and with accomplishments unknown, but to definitely and suicidally crash them into buildings. 
If the above theory holds, it would seem that the devious sacrifice of unknowing dupes is, for many in this world including certain Iranians we might call terrorists whether or not they have official status, a cleaner, easier, and more effective tactic for goal accomplishment. Of such people we might say their ends justify their means.
For those who cherish liberty and respect the rights of the individual, this is an aggravated sort of heinous.

A sad but timely reminder of Hillary Clinton's duplicity. She is on the record claiming to have this gentleman as her namesake. His fame came in 1953 and it's most unlikely that children of Hillary Clinton's vintage were named in 1947 after this beekeeper-turned-mountaineer from New Zealand.
